Open Anki, click File → Import, choose the CSV, and select "Fields separated by: Comma". Anki auto-detects Question (Field 1) and Answer (Field 2).
In Quizlet, click Create → Set, scroll to Import from Word, Excel, Google Docs. Paste the TSV contents. Select "Tab" between term and definition.
The tool runs entirely in your browser. Nothing you paste is sent to a server. Close the tab and everything is gone.

The tool handles the file format. The cards still have to be good. Three rules from the memory-science literature:
An answer that fits on one line is a card. An answer that fills a paragraph is a study guide. If you cannot say the answer in three seconds, split the card into two.
A card with the front "mitochondria" is not testing you on anything. A card with the front "What organelle produces ATP through cellular respiration?" is. Complete questions activate retrieval; single words trigger recognition.
